Key messages from this meeting
Proposed scope of the review and draft Terms of Reference
Members discussed the proposed scope and draft terms of reference. These were agreed subject to addition of the following principles:
- That it was important to talk about race and racism
- The panel should consider everything (both good and bad) in our Partnership and six local places (what does the most harm to people)
- The panel will not shy away from having uncomfortable conversations
- That it was Important to check in with other people for representation to ensure as many people as possible have a voice and are listened to and not just those around the review meeting table.
Ensuring the review is as inclusive as possible
Members discussed how to make the review more inclusive and some options were explored. It is important this work is shared, and people’s views are reported back. First recommendation of the review is to work with people to understand impact, and we need external voices to do this, for example voluntary and community organisations.
Developing an intelligence and insight data pack
Members noted the following information:
- Intelligence data on population demographics, coding of ethnicity and disproportionate impacts of COVID-19;
- Insight from BAME communities related to health and wellbeing
- Intelligence and insight on inequalities for BAME staff.
Members acknowledged there are some gaps in the data available, for example in respect of people who are shielding, ethnicity and faith.
Our progress to date
The panel:
- Noted the work underway within the WY&H Health and Care Partnership already (we are not starting from scratch) and planned next steps; and
- Identified areas for further discussion at the next meeting of the Review Panel, and the importance of focusing on key themes for a deep dive.
Agree forward plan of the review and timescales
This Review will also be used to influence the national agenda, it is hoped this will include the independent review into the Government’s coronavirus response.
The following next steps / actions were agreed:
- All members were asked to propose areas for “deep dive” themes at future meetings, based on:
- Where do you think there is a gap in information?
- Which areas would you like to look into further?
- Where can we make a bigger difference?
- Discussions would take place with representatives from the voluntary and community organisations to agree how they could best be involved in the work of the Review Panel
- Each “place” (Bradford district and Craven; Calderdale, Harrogate, Kirklees, Leeds and Wakefield) within WY&H would be asked to provide a current position statement on where they are, what are they are doing and could do better.
